Heat oil on medium in medium sized saucepan until it is hot. Add the flour & cook it for 1 minute while stirring constantly. Add the chile powder & cook it for 1 minute stirring constantly. Gradually stir in the water being careful that no lumps form. Add the salt + garlic salt + oregano & cumin. Simmer for 15 minutes.
