Heat olive oil in a large skillet until hot. Add peppers, onions, garlic, fennel seeds and thyme; cook and stir for 5 minutes. Add zucchini; cook and stir for 5 minutes longer. Add broth, wine and orange peel. Bring to the boil. Reduce heat, cover and simmer for 5 minutes. Stir in beans and reserved tomatoes, simmer for another 5 minutes. Salt and pepper to taste.
Serve with bread or rice or something. Makes about four servings.
